Buoyed by new information and communication technologies, the modernising trend sweeping European governments is focused on simplifying the relationship between citizens and public authorities and controlling state expenses and resources. This has led to the development of “one-stop” portals for government services and secure remote processes, plus the reengineering of human resource management and public accounting systems in order to monitor programme performance. Indeed, as governments continue to decentralise, and as local authorities consolidate among themselves, a review of their operating procedures is clearly required.
The new challenges faced by public authorities lie in controlling population flows, identifying and authenticating citizens (whether as patients, jobseekers, voters or taxpayers) and exchanging and sharing data between government bodies via secure and collaborative systems. This in turn requires a higher level of quality and data availability, as well as efficient on-line services, content management and legal electronic archiving.
Supporting the transformation of European public authorities
Steria works with over 50 ministries and 60 public bodies and establishments in Europe, providing them with consulting and systems integration services as well as running their complete information systems as part of an end-to-end offer. This includes proposing Public-Private Partnerships (PPP) and Business Process Outsourcing (BPO) projects. Steria already offers its PPP expertise in the United Kingdom, allowing its customers to fulfil their commitments to the general public without reneging on their undertakings to control public spending. In France, Steria was awarded the first HR Payroll BPO contract to be implemented in the public sector.
Steria helps central and local authorities to transform their internal processes following major changes to their management systems (accounts, purchasing, human resources) and works on projects that directly benefit the general public: jobseeker support, online tax returns, electronic voting and identity cards, public authority websites, immigration management, emergency call centres and command and control systems for police forces or fire brigades.
Organising and securing data exchange between government bodies to provide better service to citizens
Steria offers an end-to-end solution to the challenge of ensuring data integrity and security thanks to its expertise on large-scale projects involving public key infrastructures (PKI). Steria is currently working with the European Commission to develop the new Schengen Information System (SIS II) and the Visa Information System (VIS). The latter is designed to manage over 20 million visa applications from the 25 Member States and 45 million requests to check the validity of existing visas every year. Moreover, Steria has also created an innovative offer for managing data repositories that has been adopted in France and Belgium in order to establish simplified tax accounts.
